When should Hollywood clear junk before hurricane season?

Early, and on the city's schedule. The National Hurricane Center puts the peak of the Atlantic season on September 10, with most activity between mid-August and mid-October. Hollywood's bulk pickup comes once a month by zone, so a pile cleared in May or June goes out on a normal pickup day with nothing in the forecast. One cleared in late September is racing the weather.

A hurricane watch, in the National Hurricane Center's words, is issued 48 hours before tropical-storm-force winds are expected, and a warning 36 hours before. From the watch on, the rules for your junk change:

Patio furniture before a storm: secure it, store it or get rid of it

Loose outdoor furniture is the first thing both the county and the city mention. Broward's guide says to remove all loose items from the pool area, furniture included, and Hollywood's 2022 guide lists patio furniture, pool cleaning equipment and filter house tops. FEMA's advice is to bring outside furniture in.

For furniture you were planning to replace anyway, the storm is the deadline. A broken chaise or a rusted table set is one less thing to drag inside, and pieces in good shape can be donated: Habitat for Humanity's Broward ReStore takes patio furniture in good condition with no rust, and the Salvation Army lists patio furniture among its pickups. Keep bulk piles and yard waste off the curb when a storm is coming

Hollywood's own rules already limit when a pile can go out: bulk trash no earlier than noon the day before pickup, and yard waste never mixed into the bulk pile. Before a storm, the question is whether to put anything out at all. Once a watch is announced, the county's answer is no.

A pile that cannot wait for the next monthly date, or that the city will not take, is better hauled away well before the forecast turns. Hollywood's guide for building sites warns that loose construction debris "can become projectiles", and the same is true of a pile of old fencing or furniture on a swale.

Renovation debris when a hurricane warning is issued

If you are in the middle of a remodel, Hollywood's code puts a duty on you. Section 101.04(C) requires anyone in charge of construction, remodeling, repair or demolition to "immediately remove or secure any and all construction equipment, materials or debris" once the National Hurricane Center issues a hurricane warning. That reaches a homeowner running their own remodel, not ordinary household junk.

The city's building guide for job sites says to have a construction dumpster picked up or covered with a tarp. A remodel that produces debris in loads can have each load hauled as it comes, so less is sitting on site when a warning arrives.
